1 <br />1 <br />1 <br />@ @ITEM 2002 -05 -07 City Council Minutes <br />Mayor Walter Parker called the Special Called Meeting to order at 8 P.M. The <br />following members of Council were present: Jimmy Burke, Jack Youmans, Whitley <br />Reynolds, Walter Crawford, Jason Buelterman and Richard Barrow. Interim City <br />Manager Jimmy Brown and J. R. Roseberry a reporter were present. <br />Mayor Parker said that this meeting is to discuss the position of the City Manager. <br />Youmans moved to go into executive session to discuss personnel. Buelterman <br />seconded. Vote by Council was unanimous. <br />Buelterman moved to reconvene the regular Council meeting. Reynolds <br />seconded. Vote by Council was unanimous. <br />Burke moved to appoint Donald Anderson as City Manager. Crawford seconded. <br />Vote by Council was 3 in favor (Burke, Youmans and Crawford); 3 against (Reynolds, <br />Buelterman and Barrow). Mayor Parker the tie by voting against. <br />Buelterman moved to appoint Robert Thomson as City Manager. Reynolds <br />seconded. Vote by Council was 3 in favor (Reynolds, Buelterman and Barrow); 3 <br />opposed (Burke, Youmans and Crawford). Mayor Parker broke the tie by voting in <br />favor. <br />Burke said that the vote should be unanimous and he so moves. Reynolds <br />seconded. Vote by Council was 4 in favor of making the appointment unanimous (Burke, <br />Reynolds, Buelterman and Barrow); 2 opposed (Youmans and Crawford). <br />Crawford moved to offer no more than $50,000 a year for the salary. Youmans <br />seconded. Vote by Council was 3 in favor (Burke, Youmans and Crawford); 3 opposed <br />(Reynolds, Buelterman and Barrow). Mayor Parker broke the tie by voting against. <br />Buelterman moved to offer $55,000. Reynolds seconded. Barrow said that that <br />mean no negotiation at all? Buelterman amended his motion with the additional words of <br />up to $59,000. Reynolds accepted the amendment. Vote by Council was 3 in favor <br />(Reynolds, Buelterman and Barrow); 3 opposed (Burke, Youmans and Crawford). <br />Mayor Parker broke the tie by voting in favor.
