20090924 City Council Synopsis <br /> Mayor Jason Buelterman called the Consent Agenda Meeting to order at 6:30pm on Thursday, <br />September 27, 2009. Council members present were, Mayor pro tem Wanda Doyle, Charlie Brewer, <br />Barry Brown, Eddie Crone, Dick Smith and Paul Wolff. Also present were City Attorney Bubba Hughes, <br />City Manager Diane Schleicher and Planning and Zoning Director Jonathan Lynn. <br />Mayor Buelterman listed the following items on the Consent Agenda: <br />• City Council Minutes for September 10, 2009 <br />• Proposed Scope of Work for RFP for Coastal Engineering Study (Recommended by Beach Task <br />Force). <br />• Budget Amendment #2: Emergency Repair for Engine #1 Fire Truck –take $5,573 from Line item <br />#9000‐61‐1000 (Contingency) and add to 3510‐54‐2100(Machinery & Equipment). <br />• Pitney Bowes Lease Agreement Terms: 60 Months at $319.00 <br />Mayor Buelterman adjourned the Consent Agenda. <br />Executive Session <br />A Motion by Councilman Wolff to go into Executive Session to discuss Litigation was seconded by <br />Councilman Brown. The vote was unanimous. <br />A Motion by Councilman Wolff to end Executive Session was seconded by Councilman Brown. The vote <br />was unanimous. <br /> Mayor Buelterman called the regular meeting of the City Council to order at 7:00pm. Those <br />present at the Consent Agenda were also in attendance for the regular meeting. Rev. Andy Lamon gave <br />the invocation and everyone recited the Pledge of Allegiance to the Flag. <br />Public Hearing <br />• Map Amendment‐Text Amendment‐Site Plan: To amend R‐2 Residential to proposed C‐2 <br />Conditional or Creation of Neighborhood Grocery District 1107 & 1111 Butler Ave; PIN#s 4‐ <br />0006‐19‐005, 4‐0006‐10‐013, 4‐0006‐19‐014, 4‐0006‐19‐015 in Zone R‐2; Mike Hosti, petitioner. <br />A Motion by Councilman Brown to deny Conditional Zoning was seconded by Councilman Crone. The <br />vote was Brown, Crone and Smith in favor and Brewer, Doyle and Wolff opposed. Mayor Buelterman <br />broke the tie in favor of the denial. <br />A Motion by Councilman Brown to change to a Neighborhood Grocery District and Conceptual site plan <br />approval only to come back for Final Site Plan approval including parking details as required was <br />seconded by Councilman Smith.
